第四届北京2008年奥林匹克运动会歌曲征集评选活动征集评选办法:

第29届奥林匹克运动会组织委员会（以下简称“北京奥组委”）现正式通过北京2008年奥林匹克运动会歌曲征集评选活动组织委员会办公室（以下简称“奥运歌曲征集办公室”）举办“第四届北京2008年奥林匹克运动会歌曲征集评选活动”（以下简称“本次活动”），向全世界征集第29届奥林匹克运动会（以下简称“北京2008年奥运会”）歌曲。

一、本次活动的应征人与参加者

各个国家和（或）地区所有自愿遵守本办法的自然人、法人和其他组织，均可作为本次活动的应征人参加本次活动。应征人中参与提交作品的所有创作者、表演者及其他参与人员，均为本次活动的参加者。
所有作为自然人的参加者应能够提交身份证、户口簿、护照或其它具有同等效力的官方证明文件，所有作为法人或其它组织的参加者应能够提交注册文件或其它具有同等效力的官方证明文件，以充分、准确地证明其身份。奥运歌曲征集办公室有权对上述文件复印件进行核实。

二、本次活动的征集内容及提交时间

1.北京2008年奥运会歌曲：2008年3月10日截止。
2.北京2008年残奥会歌曲：2008年3月10日截止。
3.北京2008年奥运会火炬接力主题歌：2007年3月22日截止。
4.北京2008年残奥会火炬接力主题歌：2007年7月22日截止。
5.北京2008年奥运会暨北京2008年残奥会志愿者主题歌：2007年3月22日截止。
6.北京2008年奥运会暨北京2008年残奥会颁奖仪式音乐：2007年6月22日截止。
7.北京2008年奥运会暨北京2008年残奥会体育展示音乐：2007年6月22日截止。
8.北京2008奥运歌曲征集评选活动优秀歌词作品：2007年8月22日截止。
以邮寄方式递送的歌曲作品和歌词作品，以邮件到达中华人民共和国北京市时邮戳所示时间为准；以送达方式递送的歌曲作品和歌词作品，提交时间以作品送达奥运歌曲征集办公室的时间为准；以网络方式提交的歌曲作品和歌词作品，提交时间以网络系统自动记录的时间为准。

三、参选作品的创作要求

1.北京2008年奥运会歌曲参选作品应通过旋律优美的音乐和含意深刻的歌词，体现国际奥林匹克运动“希望、梦想与激励、友谊与公平竞争、奋斗为乐（Hope, Dream and Inspiration, Friendship and Fair Competition, Joy in Effort）”的核心价值观，体现北京2008年奥运会“同一个世界，同一个梦想（One World One Dream）”的主题。参选作品的语言、风格、形式不限，具有较高的艺术表现力，具有鲜明的时代特征，能够被不同文化背景的受众接受和传唱。

2.北京2008年残奥会歌曲参选作品应通过旋律优美的音乐和含意深刻的歌词，体现国际残疾人奥林匹克运动“精神寓于运动（Sports in Motion）”的理念，体现北京2008年残奥会“超越、融合、共享（Transcendence, Equality, Integration ）”的理念和“同一个世界，同一个梦想（One World One Dream）”的主题。参选作品的语言、风格、形式不限，具有较高的艺术表现力，具有鲜明的时代特征，能够被不同文化背景的受众接受和传唱。

3.北京2008年奥运会火炬接力主题歌参选作品、北京2008年残奥会火炬接力主题歌参选作品、北京2008年奥运会暨北京2008年残奥会志愿者主题歌参选作品应能充分反映北京2008年奥运会和北京2008年残奥会的火炬接力、志愿者工作的基本特点和主要理念。参选作品的语言、风格、形式不限，具有较高的艺术表现力，具有鲜明的时代特征，能够被不同文化背景的受众接受和传唱。

4.北京2008年奥运会暨北京2008年残奥会颁奖仪式音乐应由标志音乐、上场音乐、颁奖音乐、退场音乐四段音乐组成，四段音乐既应据其功能不同而各具鲜明特点，同时又应在整体风格上协调一致。整部音乐要通过丰富而有力的音乐语言，完美配合颁奖仪式的全部仪式流程，褒扬运动员的拼搏精神和出色成就，营造整场比赛气氛最为热烈的时刻，并突出中国风格，旋律朗朗上口。四段音乐的详细创作要求如下：

标志音乐
播放时间 - 颁奖仪式开始前奏响，标志颁奖仪式马上开始。
要求 - 响亮并且具有提示作用的标志性音乐，通常使用号角。
长度（秒）- 15-20

上场音乐
播放时间 - 司仪宣布颁奖仪式马上开始之后奏响，同时作为司仪介绍颁奖嘉宾的背景音乐和颁奖嘉宾、运动员、礼仪人员、旗手的入场音乐。
要求 - 音乐风格典雅、高贵，强调优美的旋律、精致的配乐。
长度（秒）- 90-120

颁奖音乐
播放时间 - 在向获得铜牌、银牌、金牌的运动员颁奖的过程中播放。
要求 - 突出表现运动员的荣耀，表现对即将进行的仪式的期待。结构整齐，节奏明快，恢宏庄严，华彩荣耀，表现热烈盛大的庆典气氛。
长度（秒）- 150 - 180

退场音乐
播放时间 - 在奏完国歌并宣布颁奖仪式结束后奏响，伴随着获奖运动员绕场一周并最终离开场地。
要求 - 欢快、热烈、轻松，节奏感强，能够营造浓烈的节日氛围，以将场内气氛推向最高潮，协助加强观众与运动员的互动与交流，并使全体观众和运动员能“闻歌起舞”。
长度（秒）- 150 - 180

5.北京2008年奥运会暨北京2008年残奥会体育展示音乐应由比赛开场音乐、运动员入场音乐、运动员退场音乐三段音乐组成，并将在北京2008年奥运会全部28个大项和38个分项比赛的固定环节重复演奏。整部音乐应具有浓郁的中国风情，并以热烈明快的节奏，配合整场比赛的进程，渲染热烈的赛场氛围，给人以昂扬奋进之感。三段音乐的详细创作要求如下：

比赛开场音乐
播放时间 - 每场比赛开始时奏响，吸引全体观众注意，提示比赛马上开始。
要求 - 响亮、醒目，提示性音乐。
长度（秒) - 15 - 20

运动员入场音乐
播放时间 - 比赛开始前奏响，也是运动员的入场背景音乐。
要求 - 雄浑壮阔，激昂有力，节奏感强，能够渲染气氛，能够鼓舞士气，并掀起赛场氛围的第一个高潮。
长度（秒) - 90

运动员退场音乐
播放时间 - 比赛全部结束之后奏响，伴随着运动员离开比赛场地。
要求 - 欢快，轻松，营造再见和祝福的氛围。
长度（秒) - 90

四、参选作品创作的注意事项

1.参选作品所有内容须属原创，无论是否已公开发表，均需一次性、排他地将参选作品的著作权及一切相关衍生权利，全部无偿地转让给北京奥组委。

2.参选作品不得与中华人民共和国或者其他任何国家的国歌相同或者近似；

3.参选作品应明显区别于奥林匹克会歌、以往各界奥林匹克运动会和（或）其他世界性主要体育赛事的主题歌;

4.参选作品不得含有任何违反《中华人民共和国宪法》及其他任何法律法规的内容；

5.参选作品或任何用于创作参选作品的素材均不得有侵犯任何第三方的著作权或其他任何知识产权或专有权利的情况，也不得以任何方式侵犯任何第三方的任何其他权利；　　

6.参选作品不得含有任何涉嫌民族歧视、宗教歧视、威胁国家间睦邻友好关系以及其他有悖于社会道德风尚和善良风俗的内容。

五、歌曲参选作品和音乐参选作品的提交方式

1．以邮寄或送达方式提交参选作品的参加者应将
(a)参选作品的音响资料一份（可以选择卡式磁带、CD、CD-R、MD或DAT形式）；
(b)参选作品的歌谱一份，（歌谱是指曲谱与歌词的组合其中：曲谱应以简谱或者五线谱形式提供；歌词应填写在相应音符的下方，不限语言类别）。
(c)按照本办法的要求以中文或者英文填写、签署的《参选表格》原件；
(d)按照本办法的要求签署的《参选作品著作权转让承诺函》原件。
(e)所有参加者的身份证明文件的复印件；

2．通过网络提交参选作品的参加者需登陆本次活动官方网站changxiangaoyun.sohu.com，按照页面提示填写相关信息并进行相关操作，在线完成参选作品的提交。
奥运歌曲征集办公室将要求部分通过网络提交参选作品的参加者进一步提交以下文件：
(a)按照本办法的要求以中文或者英文填写、签署的《参选表格》原件；
(b)按照本办法的要求签署的《参选作品著作权转让承诺函》原件。
(c)所有参加者的身份证明文件的复印件；
(d)参选作品的歌谱一份，（歌谱是指曲谱与歌词的组合其中：曲谱应以简谱或者五线谱形式提供；歌词应填写在相应音符的下方，不限语言类别）。
(e)其它奥运歌曲征集办公室认为必要的文件

3．被要求提供上述文件的参加者，如果未在奥运歌曲征集办公室要求的时间内，按奥运歌曲征集办公室的要求的方式，提交本款上述文件，其参选作品丧失参选资格。

六、歌词作品的提交方式
歌词作品征集的参加者应同时将
(a) 参选作品的清晰文稿一份；
(b) 按照本办法的要求签署的《参选作品著作权转让承诺函》原件。
(c) 按照本办法的要求以中文或者英文填写、签署的《参选表格》原件；
(d) 所有参加者的身份证明文件的复印件；

或登陆本次活动官方网站changxiangaoyun.sohu.com，按照页面提示填写相关信息并进行相关操作，在线完成参选作品的提交。
在本次活动征集截止时间之前未提交本款上述任何一份文件的参加者，其歌词作品丧失参选资格。

5.北京2008年奥运会暨北京2008年残奥会志愿者主题歌奖：1首，获奖金2万元，并获荣誉证书。
6.北京2008年奥运会暨北京2008年残奥会颁奖仪式音乐奖：1部，获奖金5万元，并获荣誉证书。
7.北京2008年奥运会暨北京2008年残奥会体育展示音乐奖： 1部，获奖金5万元，并获荣誉证书。
8.北京2008奥运歌曲征集评选活动优秀歌词奖：30首，各获奖金2千元，并获荣誉证书。
9.北京2008奥运歌曲征集评选活动优秀组织奖： 3个，各获奖金2万元，并获荣誉证书。
获得上述各个奖项的参选作品统称“入围作品”。上述奖金金额均指税前金额，参加者应自行按照相关国家（包括但不限于中华人民共和国）及相关地区的法律规定纳税。
此外，应征北京2008年奥运会火炬接力主题歌、北京2008年奥运会暨北京2008年残奥会志愿者主题歌的落选作品自动成为北京2008年奥运会歌曲的参选作品，并参加北京2008年奥运会歌曲评选；应征北京2008年残奥会火炬接力主题歌的落选作品自动成为北京2008年残奥会歌曲的参选作品，并参加北京2008年残奥会歌曲评选。

九、关于本次活动的征集评选文件
1．本次活动征集评选办法与指导规则的构成
《第四届北京2008年奥林匹克运动会歌曲征集评选活动征集及评选办法》、《第四届北京2008年奥林匹克运动会歌曲征集评选活动参加者注意事项》、《第四届北京2008年奥林匹克运动会歌曲征集评选活动参选表格》及《第四届北京2008年奥林匹克运动会歌曲征集评选活动参选作品著作权转让承诺函》互为相互说明的关系，共同组成本次活动的征集评选文件，并适用于所有参加者及所有递交至奥运歌曲征集办公室的应征作品和资料。
2．本次活动征集评选办法文件的获取
参加者可从本次活动官方网站changxiangaoyun.sohu.com，或北京奥组委官方网站：www.beijing2008.com，或北京2008年奥运会网络内容服务赞助商搜狐网www.sohu.com下载本次活动的相关文件，或其它经奥运歌曲征集办公室认可的方式获得本次活动的相关文件。

十、语言
本办法及本次活动其它征集评选文件以中文书就，但附有英文译文。如中文文本与英文译文之间出现任何不一致，应以中文为准。

十一、争议及未尽事宜
本办法颁布以前，任何主体以任何形式就本次活动发布的任何文件中的规定与本办法的规定相冲突的，以本办法的规定为准。
对本办法及本次活动的《参加者注意事项》、《参选表格》、《参选作品著作权转让承诺函》产生的任何疑义，北京奥组委保留最终解释权。与本次活动有关的任何未尽事宜，均由北京奥组委进一步制定规则并进行解释。

(BEIJING, Jan. 21) -- The fourth round campaign to solicit songs world widely for Beijing 2008 Olympic Games was launched in Beijing on the evening of January 21, 2007.

　　The campaign, which is the final round following the previous three in the run-up to the Beijing 2008 Olympic Games, will last for over a year with the closing date on March 10, 2008.

　　Songs and compositions in seven categories are requested in addition to 30 pieces of excellent lyrics. The scope will include 25 songs for 2008 Olympic Games, 10 songs for Beijing Paralympic Games, one theme song for Beijing 2008 Olympic Torch Relay, one theme song for Beijing 2008 Paralympic Torch Relay, one theme song for Beijing 2008 Olympic and Paralympic Games Volunteer, a piece of music for award ceremony of Beijing 2008 Olympic and Paralympic Games, and a piece of music for sports presentation of Beijing 2008 Olympic and Paralympic Games.

　　Meanwhile, an expert panel convened by the organizing committee of the campaign will appraise the entries as soon as they were submitted. An instinct feature of this campaign, the organizing committee introduced on Jan. 5, 2007 a TV program, “Olympic Songfest”, on Beijing Satellite Television (BTV1) to bring the excellent works to the public in the first place. The audience will have the chance to cast votes for their favorite songs through hotlines and by sending SMS. The program is telecast every Friday at 22:00-23:00 and is rebroadcast every Saturday at 11:00-12:00.

　　Request for each category will differ in terms of the closing date and the results will be made public following the appraisal sessions. Appraisal of the songs for the Beijing 2008 Olympic Games and Paralympic Games will start in March 2008, with the final results scheduled to be announced 100 days ahead of the opening of the Games respectively.

　　(BEIJING, Jan. 18) -- The fourth round campaign to solicit songs for Beijing 2008 Olympic Games will be launched on Sunday.

　　An initiative of the Beijing Organizing Committee for the Games of the XXIX Olympiad (BOCOG), the campaign was dedicated to promoting the Beijing Olympic concepts -- “Green Olympics”, “High-tech Olympics” and “People's Olympics” and to spread the Olympic Spirit, and has been carried on for three consecutive years since its launch in 2003.

　　Over the last three years, a total of 34 songs were selected as candidate theme songs for the 2008 Olympic Games.

　　The fourth round campaign covers a period from January 2007 to March 2008，with the official theme song scheduled to be announced on April 30, just 100 days away from the opening of the Beijing Olympic Games.

　　Meanwhile, the organizing committee of the campaign introduced a TV program named “Unchain the Olympic Melody” to Beijing Satellite Television (BTV1), in an effort to popularize the Olympic themed music works.

　　International celebrities, campaign participants, professional writers and singers, and athletes will be invited to the program to share their Olympic stories.

　　Prestigious music composer and multiple international awards winner Tan Dun was invited as chief consultant for the program while well-known TV hostess Yang Lan, together with her partner Wang Dong, was chosen as the host. Yang was one of the image ambassadors of Beijing in its 2008 bid.

When is the deadline?
There are different deadlines for different songs. There are seven categories including:
25 main Olympic game songs,
10 paralympic songs,
1 theme song for torch delivery - Deadline 22nd March 2007 (This is what we are doing now)
1 theme tune for the Paralympic torch delivery,
1 volunteers theme song - Deadline 22nd March 2007
1 award ceremonial song - Deadline 22nd June 2007
1 Olympic song
30 best final songs - Deadline 22nd August 2007

What about copyright?
Please visit the Beijing Olympic official site for Copyright notes. When you contribute to this project, please ensure you include your user name in your mp3 file. All people take part in will be listed where is possible.

What do I need to get involved?
If you are a singer or a musician you need to beable to record your performance into your computer and convert it to standard MP3 files or Wav files. You should also upload it back to the project studio or email the file to us. If you want to write any lyrics or make comments to the project, you can post them to the forum. For more information on how to collaborate including computer requirements, visit How to get started section in this website.

How can we collaborate?
Basically by swapping Mp3 files. Separate Mp3 files contributed by different collaborators put together as a mulit-track played back to construct the song. For more information visit the Mp3 Collaboration section.

Note: for the Torch Delivery song, after you recorded your part in your computer, please email us your part directly to info@globalmusicalcollaboration.net

What software do I need?
You can use any software that can import and export Mp3 files. Or even download free software available in the software section. Please visit the start up page above for more details.

I am a bit worried about the quality and standard
Not to worry at this stage. Lets get the creative ideas flowing. In the end, we can always ask all collaborators to supply thier high quality Wav file to do a remix.

What will I get if I take part in?
If the song lost, we are having fun, and make new online collaboration friends. If we win, on top of above, we all share the prize and have our name heard as a joint composition.
